The Control, Execution and Analysis of Persistent Organic Pollutants Promotion (2009)

The objectives of this project were to: 1)study and propose relevant countermeasures, control and assessment mechanism for The National Implementation Plan (NIP) under the Stockholm Convention on Persistent Organic Pollutants (POPs), 2)Continually promote, extend, update and maintain the Integrated Information Management System of dioxin emission and sources of production, and 3)Complete the estimation of dioxin emission in Taiwan from 2006 to 2008. This project already collected 21 POPs management strategies and up-to-date implementation status, 12 from the past and 9 added in 2009 , from foreign countries. This project also: 1)reviewed and analyzed current domestic environmental regulations and control mechanism (or standard), 2)reviewed the status of environmental monitoring, and 3)evaluated and analyzed 2006-2008 dioxin emission list. At last, this project proposed strategies and countermeasures regarding domestic POPs in the future. The fourth meeting of the Conference of the Parties to the Stockholm Convention has added 9 more POPs. In response to this latest development of more POPs to control, and to examine the first year implementation effectiveness of controlling the 12 originally listed POPs, this project invited Council of Agriculture, Department of Health and the Ministry of Economic Affairs to jointly review and renew the NIP to fit in with international trend. As for Dioxin Integrated Information Management System, the data of 502cases of dioxin inspection have been put into the system. Besides, this system has collected, within Taiwan and from abroad, and published the latest POPs news (334) and reports (608), Understand of POPs (50), relevant regulations (34), and technical information (65). The data input interface has been reviewed and modified. The website of Persistent Organic Pollutants has been continuously expanded for public education. The operational manual “Emergency Reporting Procedure of Dioxins Pollution” has been completed, and basic data of contact personnel updated. Moreover, this project assisted in selection of potential dioxin pollution areas for monitoring. It also studied and proposed methods of data integration of dioxin tests in different environmental media for the various offices within the EPA, follow-up actions have also been suggested.
